I'm assuming that the water is to negate any fuel/fuel vapor combustion potential, correct?

Yes the water was to displace the air in the tank (VERY IMPORTANT). Just clean the tank maybe hit it with a wire wheel in a drill. You have to make sure all the paint and crap is gone. Welded with a small lincoln mig welder. You should practice on some scrap the same thickness as the tank to get your settings right. Good luck
